CLASS ADMINISTRATION

1

To employ a Full time Class Secretary;

Currently the Class Secretary is employed on a part time basis only. In order for the Class to be well managed, to be successfully promoted, to ensure an adequate flow of information, and to guarantee continuity on a world wide basis it is important that a full time Class Secretary is employed that can attend all Continental Championships, the Class World Championships and the AGM.

SUPPLIED EQUIPMENT AT THE 2008 OLYMPIC REGATTA

Olympic Games Supplied Equipment;

If competitors cannot bring their own equipment to the Games, then a fair method of distribution of supplied equipment shall be developed and a class submission made to the 2007 ISAF Conference

That a working party is set up that includes 3 National Coaches, 1 Female windsurfer, 1 male windsurfer, the Chief Measurer, the Class Secretary and the President to formulate this proposal.

Footstraps

Delete existing Class Rule C.6.1(b) and replace with,

A maximum of 9 and a minimum of 5 foot straps made by Neil Pryde shall be fitted to the existing inserts using any stainless steel screw and washer. Foot straps shall be fitted with at least one screw and washer at each end

REASON

The Class is strictly One Design and therefore everyone should use footstraps supplied by Neil Pryde. That is either the original strap or the proposed new strap which has been tested

National Letters and Numbers

Delete Existing Class Rule C 9.2 and replace with,

The national letters and sail number shall be black in colour and applied “back to back” on an opaque white background to the sail immediately below batten 5 and as close to the leech as possible. The opaque background shall extend a minimum of 40 mm beyond the national letters and sail number. In all other respects they shall comply with RRS Appendix G 1.2 for craft less than 3.5 m in length.

Reasons.

a) To ensure that the sail number country code are low down on the sail, just above the event advertising and just below the sailors national flag to make it easier for media to include the sailor, his official identification and his country flag in any images.

b) Such standardisation will ensure that all event advertising appears in the same place on each sail and that it will be seen in any images taken at the event.

National Flags

Add to Class Rule C 5 Advertising

C5.2 In addition to ISAF Category C advertising, boards shall carry national flags on their sails in an area of a minimum size 6,000 sq.cms
C5.3 National flags shall be made of self-adhesive material and shall be worn back-to- back immediately above Batten #5.

Reasons.

a) To ensure that sails are more visible to media, public and safety personnel whilst racing

b) No sailors are currently carrying large Cat C advertising.

Racing two fleets on parallel courses

We need race organization capable of handling two races in parallel, using trapezoid course or using two course areas (not the case in Alacati), or for large championships both. In this way maximum use can be made of windier, planning conditions. If wind conditions allow, the objective should be to keep sub-planning races at 1/3 of all races (unless the valid regatta is in question). This is enough to reward light weight sailors and those with good pumping skills and in the same time, with prevailing planning racing, will communicate Olympic windsurfing as tactical and physical as well as high performance sport and exciting experience.

Maximum number of races staged in sub-planing conditions & maximum number of races per day

In order to keep sub planning racing at around 1/3 of all races we need to have 4 races on windier days (FW does it with no problem).  This requires to fix number of possible races per day at 4. All mentioned requires more agile race organization and feeling for specificity of RSX but this is the least we should ask for.....

Discards

RSX brought wider weight range winning in different conditions and we should go further this way. We need race format which would provide for discards as it is common in FW, 1 on 4 races, 2 on 8, and 3 on 12 races. This, together with the first two measures, would enable both, light weight, pumping specialists and more heavy weight, such as FW guys, to be competitive. This is also fair for poorer countries whose competitors are not escorted with sets of extra gear on the water and who can not afford changing gear every 4 months. If you remember Mr. Neil Pryde pointed out in Torbole that pumping “kills” equipment and requires frequent changes. Mr. Pryde also suggested to increase number of discards.

Minimum wind speed for racing should be 5 knots and 10 minutes limit for the first windward leg, otherwise pumping becomes absolutely dominant and has little to do with sailing.

Annual Youth European Championship

Youth have much too small number competing in their own group. Other continents may have it also, only if they like.

Youth Ranking/one year ranking system/

Youth should have their own separate ranking year after year because time runs for them quicker than for other. This ranking should be done by the class.

should be staged in Pataya, Thailand at the beginning of December 2008. Thai Air have confirmed support of the 2008 Youth World in December and have offered a round trip from Europe at Euro 700 plus excess baggage for the equipment. The package for accommodation is Euro 22 per person per night including Breakfast and Lunch. (Room stay Min 2 persons )
